Couple of things:

Your Modem Control os set to off. If you have modems on all the ports do a
'set all modem on'.

Also you have speed 1, 2 and 3 set to different speeds. Set them all to the
same speed 'set all speed 1 38400', 'set all speed 2 38400', 'set all speed
3 38400'.

Was someone trying to log in when you took this capture? Currently the port
is in username which means someone is loggin in or the carrier detect thinks
someone is connected.

It's ati4, ati5, or ati6 (I can not remember at this moment).
