Sounds like no TCP/IP to me.
check to make sure that DNS is disabled in
control panel/network/tcpip/properties/DNS tab
If they have the Bell internet service number in TCP/IP properties, then
it will probably play heck with your dialin.
Bell have a proxy set somewhere in the browser? That'll do it every time.
Also check your syslog and see if it is getting assigned an ip.
When in doubt, delete everything in the Network section of Control panel
configuration stuff and dial up adapter in Add/Remove Programs/Windows
Setup and reload everything. (won't fix the proxy checked).
I had one where there was a proxy client installed and finally stumbled
on it in the control panel. The machine was bought at a Microsoft antique
sale.
