No. It is a Windows client asking for a dialback. They seem to try
that every time. I dunno if it is an option that defaults to on, or
what. It's just an annoyance.

Yep. I just didn't think to capture that, but it will sit there showing
CONNECTING till the cows come home (or the user hangs up in disgust,
whichever comes first).
