What did you set your ISDN switch type to? If you have not done this
already then this is your problem. If you're using a PRI then you should
set you're switch type to NI-2 . You can do this at the command line by
typing 'set isdn ni-2' . Save and reboot and hopefully it should work.
I'm pretty sure this is the problem because one time I forgot to do this
and Bell told me they couldn't see any CPE. Once I set the switch type
correctly it worked. To see what switch type you have already set you can
do a 'show global' and it will tell you.

We have 16 PM3's online using 32 PRI's and they all work.
