I don't know the competive situation in Elgin, but at least around here, we'd
be crucified if we ever tried it. People who did not want to pay would
simply move on. There's no real money in dialup anyways. (except for folks
like livingston :)

We will not be charging more for 56k connections, because bandwidth costs for
uplinks have dropped considerable since the days we had a 768k frame-relay to
cerfnet :) (3xDS3 now :)
