My radius server have a strange synptons like yours.
The only way to put it working again is uninstalling and installing again.
Note the line:

normally have ntauth: for authenticate users in the windows NT
domain, but for some reason the server try to use another authenticate
procedure.
Its a good thing to study, but for urgency actions, reinstall it.
