Preventing 56K

We're an ISP considering charging a higher rate for 56K service as opposed
to 33.6K. We can modify RADIUS to check whether a user is authorized for
56K when the Connect-Info string indicates a carrier higher than 33600.
The problem is, what do we do if they aren't authorized for 56K? Return an
authorization failure? If so, the user will need to include an AT+MS...
command in their modem init string to only allow it to negotiate 33.6K. If
they dial other services with the same modem, they'll have to change the
init string each time depending on whether they want to connect at 56K or
not.
How are other ISP dealing with this? Is there a way to force the Lucent
modems to re-negotiate a slower speed after the connection is already
established?
