Since winmodems are all software driven, the most critical thing is to
be running the newest software, not init strings.
The modem could be broken too. I've seen various USR Sportsters get a
degraded receive circuit: after a lot of use, the receive circuit is
permenately damaged so you can never get higher than 4800 baud recieve.
Strangely the transmit rate is still 31200.
