Disconnect reason on PM3: "Circuit disconnect" ??

I just noticed this new disconnect reason on two of my PM3's modems. I am
still running the V.34 modems but upgraded to ComOS 3.7. The PM3 is fed
with two trunk-side channelized-t1's.

M7 READY UNKNWN NONE NONE 7 0 CIRCUIT DISCONNECT

What does "CIRCUIT DISCONNECT" mean?
