Try imagining an area with two ISPs with enough traffic between them
so that when one is unreachable it's a problem for the other also.
Now imagine that the traffic isn't enough to justify a permanent link,
but they both do ISDN dialup.

Then imagine there are several such ISPs, not just two.

If you want to be venturesome, imagine that one or more are able to
offer backup transit to others. If that's too much to envision,
imagine that some have POPs in several cities and want to offer backup
transit between cities to each other.
