Main reason seems to be that the PM3 is not targeted only to T1-centric
markets, such as the US (Japan also?), but to other markets, such as
Europe and Latin America, which are E1-based. E1 = 30 channels. The PM3
can take 2 T1/E1, so 2*30=60. Kind of fits nicely, doesn't it? :-)

If you are in a T1-area (US and Japan?), then 8 port cards will fill you
up. Otherwise, E1-users need those 10 port cards to get the 60 channels in
2 E1s.
