Ideally, you'd want it the other way. Have the analog 30-line POTS group
at the start of the hunt, then roll over into the PRI. If your CO can do
series completion, then you can give your ISDN callers the first number
of the PRI, and your analog callers the first number of the analog group.

If your CO doesn't have series completion, then set up one hunt group for
POTS and one for the PRI. Give your analog callers the first number of
the POTS group. Give your ISDN callers the first number of the PRI.
Call-forward-busy the last number of the POTS group to the first number
of the PRI to pick up the analog overflow.

You want the analog folks to hit the POTS modems first, lest they tie up
PRI ports that could be used for ISDN callers. Even more reason to have
the analog callers call the POTS modems first is in the scenario above
where you have more PRI channels than you have modems.
