I'd give a full explanation, but not with this crap, so the short version is:

2:1 compression on average
Without the card VJ Header only
Not everyone wants to support Stac, say folks doing modems only, and they
don't want to pay for the HW. When the PM-3 was designed Stac was not nearly
as widespread, and HW was more expensive. You'll notice that on the PM-4
the Stac chips are right ont he media blades.
