would suggest moving the PRI to another WAN port, seeing if the problem
runs with it, better yet, move the PRI to another PM3. Eliminate the
probability of the pm3 being the culprit. change out the wiring as
far as you can toward your demarc. if the problem follows, get on with
your telco asap and get some testing done, keep howling until you have
an error free line.
