(PM) RADIUS message 'dropping duplicate request ...'

Sometimes I have a lot of messages as following,

Jul 15 14:06:34 myhost radius[14795]: dropping duplicate request for id XXX from pm2.my.domain

My environment is
PortMaster2(ComOS 3.1)
RADIUS-2.0.1 on SunOS4.1.4

When above messages are logged, dial up user can't connect to our
servers, and I have to restart radius to improve it.

Anybody know the reason of this problem ?
