I've never heard of doing IPinIP encapsulation using 420/tcp. What
protocol is this? RFC?

I presume whatever you are trying to do would be between two systems using
the PM as the router and not trying to do this directly to the PM. If
this is just utilizing TCP then there is nothing special the PM is going
to have to do most likely. But some more references are going to be
necessary for a definite answer. What is the application?
