The built-in ports on the PM-3 can support multiple groups for PPP or
Frame-Relay. The T1 Card only supports one group for fractional T1,
probably because the intent is to allow an upstream channel on a remote
POP (2 PRIs with dial-in users, and the T1 card to send the data on), kinda
like the PM-2ER did.
