Once upon a time Todd M. Jagger shaped the electrons to say...

The modem table is ONLY loaded in manufacturing. It is NOT part of the
OS that is available for upgrade - it is not part of ComOS, it is just a
scripted pre-load into FLASH. If you have a unit that pre-dates the
preloading, OR you have a unit that you have done a complete FLASH erase
on - then the presets are gone forever.

This is because including them in the ComOS would change any settings the
user made. There is no protection from overwriting, because that is precisely
how you can change an entry.

You only get the presets if you buy a new unit. It is done as a 'nice thing
to do' for the users, to make starting up easier. Originally it was done
for the OR-M.
