What you need to do is assign a particular range of ip's, say
10.10.10.0/24 to any user who is out of time.

You then need to policy route 10.10.10.0/24, with route-maps and cisco
routers, so that anything to port 80 get redirected to a local machine,
which can allow them to purchase time.

This local machine needs to have some software on it on order to
accept the policy routed packets.

There....... a very simple explanation.

PS: creates a fair load on your router.
