Had a similiar problem here. The D channel would come up, but kept
resetting frequently and we would take a red alarm with its associated
errors fairly frequently. From our stanpoint (except during the short
bursts of alarm) everything looked good. The PM reported the D channels
to be OK, and all the Sx ports showed TELCO+, but the CO said they could
not get the B channels to go up and stay there -- they kept going out of
service.
The problems was in the Fiber card. They forgot to change the card from
D4-AMI to ESF-B8ZS (we were replacing a pair of CT1s). Changed the card
and all was happy in PM3 land.
