Rember 33.6 is if EVERYTHING is perfect for the connect. If they have a
33.6 modem and get => 21000 then it's working. PCM connects and V.34
connects use different methods so a user that gets 26400 with a 33.6 may get
42000 with a PCM modem. The 26400 is just the speed the V.34 modem can get.
ALso when asking these types of questions include the following info and
your chances of answers increase:

1) PRI or CT1
2) Line Side or Trunk Side
3) Encoding and Framing
4) ComOS Version
5) Client Modem and Rev
