I just went through a similiar problem with GTE during a changeover from
CT1 to PRI. Seems they forgot to re-option the fiber cards between the
two switches from D4-AMI to ESF-B8ZS. Frequent alarms on the T1 and
the telco could not see the D channel even though the PM showed it up.

If you are running through multiple switches have the telco check each
segment of the T1 and visually check the optioning of the cards.
