(PM) Can't get high_water option to drop lines (fwd)

You don't. It will add lines when high-water is broken, but channels are
only removed when the ENTIRE bundle is idle. Then they are all closed down.

Selectively doing DBA that can add and remove individual channels is
something on the engineering pending list for some time, sorry. I'm
curious if BACP in 3.8 will help with this at all. I know the PMs can be
BACP receivers, but can they also use BACP when initiating a call?
