(PM) Can't get high_water option to drop lines

I have a customer with a PM-2i-U running ComOS v3.7.
The customer has 2 BRI lines connected to it and wants
to keep a single 64K channel up 24x7 and use the high_water
option to pickup additional 64K channels when there is high
demand. He is connecting to our PM3 running ComOS 3.7.2c3.
When it first connects, within a few seconds the remaining
3 channels connect also. There is never much activity
but all channels never show any idle time thus never drop.
Now the problem... How do I get the extra three 64K channels
to drop off when usage is low?
