He might be using a non-hardware handshaking cable -- try crippling the
modem down to 2400 bps (might not be easy without a script editor, but
try the Supra 2400 if you can find a CCL for it), and see if it works, or
have the user get another cable. We see this sort of error for bad
cables or people using printer cables on their modems.

This is all assuming you didn't use the same cable, of course.
