(PM) modem molasses

Just installed a PM3 on a CT1.
I also run 3 USR Netserver/16's (33.6K).

Folks that usually get 31-33K with their 33.6 modems are only logging in
at 28,800.

My 19.2 GV on laptop connects at 19.2 on the Netservers, but a flat 14.4
on the PM3.

DOES THIS MEAN THE PM3 IS ONLY GOOD FOR 56K FLEX (and v.90 whenever that
happens?)?

Have I just spent a whole lot of money nothing?

Or... am I missing something in the config??
