(PM) multiple paths to host

I read somewhere on the Livingston web-site that the Livingston routers
prefer static routes to learned routes. If there are two routes to a
particular host or network, one static and one learned, does this mean
that the Livingston router will use the static route instead of the
learned (via OSPF) route even if the static route has a greater cost?
If so, is there a way to change this?
