Do you mean the destination address is different from the gateway address
for *each* of those users or that those users have a different destination
and gateway then the users that are not having any problems?
The destination and gateway should be unique for each individual
*single-IP* user. In this situation the destination is the IP address
assigned to the user, and the gateway is the same. Unless you are routing
a subnet or multiple IPs to them, that is correct.
