(PM) Slow Mail and Telnet!

When I get my mail and when I access my telnet session it is
slow as molasses using my ISDN connection (128K) through my
PM3. When I call in with my USR V.Everything at 33.6 to my
PM2, I get fast mail and telnet. Any ideas?

This is our new PM3 and is also the one I get the slow connections on
that we think may be a digital padding problem.
