That "no longer in service" message certainly isn't coming from your PM3
and it doesn't surprise me that US West can't figure that out. The fast
busy sounds like they provisioned it data only. Can you establish an ISDN
connection?

The PM3 would recognize it if it (the PRI) was configured correctly
(provided your PM3 ain't broke)
