It sounds like what they are willing to do is run a line-side T1 to you.
This will work, although connect speeds will not be as good. If you are
not expecting to do 56K then this setup should work without a problem.

I would find out exactly what the provisioning is going to be first though
(or what it can be). Saying that all they can do "is run 24 lines across
a DS1" is sort of vague, since in essence that is what all T1/DS1
circuits are..
