(PM) Basic CT1 and the PM3

We're offering access in a small town that does not have access to
advanced CT1 features. I've run out of phone lines, am getting prodigeous
busy signals and desperately need to upgrade. We can't get any more POTS
lines into the location, so I want to covert my analog lines into digital
lines. The phone company can't install the same type of CT1 into the
remote location as we have here; I have no intentions of doing 56k;
basically what I'm being told is that the only thing they can do is run 24
lines accross a DS1; I know that I could get a Multi-Plexer to break them
out, but what I'd really like to do is use a PM3. Does anyone know if
this can be done? Sorry for the lack of specific info; I don't have any
specifics yet. Any help would be appreciated. Thanks....
