Try dialing out of the PM-3 back into itself. If that works that you
can be fairly confident the PRI is ok.

There was a protocol error - either in the ISDN or PPP. I'd recommend
running a PPP debug - 'set console' 'set debug 0x51' - then dial in.
You can run the results through the PPP Decoder Ring on the Debug Tools
page on our website.

The debug should show if it is even getting to the point of authentication.
But I doubt that it is with a protocol error termination.

yes and no.

The phone numbers for the PRI, or each DS0. And no, they aren't needed
on PRIs.
