(PM) BRI Bonding problem

I have a PM2 with ISDN mod card in it. I have an ISDN hunt group
I run COMOS version 3.7 4 megs Ram

I have a customer that can dial one channel and get connected just fine but
he cant get two channels bonded.
He gets one channel just fine on either channel. He as both of the
following pieces of equipment which work when he calls another provider but
they dont bond when he calls me. Any tips..

Ascend pipeline 25px and 3Com
OfficeConnect Lan Modem (3C892)?
