(PM) IRX no ICMP Redirect?

I am serving dialups from a portmaster that are on a different subnet than
my ethernet. My router, portmasters and servers are all on the same subnet
ethernet-wise. In my router, I have a static route pointing the
dialup subnet to the portmaster in charge. While running a sniffer, I was
given multiple warnings that 2 hardware addresses were sending packets
under one IP address (my router and my mail server). I gather this is
because my mailserver is sending to its default route (my router), but I
would have thought the router would have sent an ICMP redirect to my
mailserver so that it could update its routing table rather than
forwarding the packet to the destination host (the dialup) under its own
hardware address.

Am I missing something?
