Soudns like you have a lineside CT1 to me - you need trunkside CT1 to do
PCM connections, and it also fairs better with regular connect speeds.

Apples and oranges. You are comparing PRI to CT1. PRI seems, from user
reports, to generally allow for a notch or so faster connect speeds. And
that is PRI vs trunkside CT1.
Since you can't get PCM connections at all, and are getting slow V.34
connects, it really sounds like you have a lineside CT1.

How can you connect at 19200 with a 14400 modem? That's impossible. If
the carrier is truly 19200, then the modem isn't a 14400 unit.

While it would be odd to get any PCM connections over a lineside CT1, I
have seen it reported once or twice. While supposedly impossible it was
theorized that a near perfect codec might allow it to negotiate - but it
would probably not work well in action.
If you can, take a PRI from the TC and plug it into the PM-3 (appropriate
configured) and dialin. Maybe late at night when you don't have a lot
of users, rob the second PRI for a bit.
