many many possibilities...

You must first note things like your entire setup and user setup
(modem, DUN version, etc.) for comprehensive help...

What I've done is simplify things for DUN and/or Upgraded users to DUN
1.2.

is the barebones setup to have it work with Win95 going to PM2/3.

Occasionally DUN breaks for various reasons... first thing I try is
deleting the DUN icon in my computer | dun and rebuilding it, following
the setup in the above webpage. Next, if it's a modem negotiation problem
find if it's like a 14.4Kbps or one of the goofy modems and try adding in
commas after the phone number. You might also want to check for
collisions on your ether and/or load on your Radius server...
