No, it is not based on the number of modems. It is based on the number
of ports. And if line1 is configured to have S# ports - even if it
is not in use - these will be counted.
Solutions:
1. Set line1 as a leased line.
or
2. 'set pool #' where number is the number of IPs you want in the pool.
