Proxy-ARP has always been supported. The thing in 3.7.2 concerns
supernetting. We had a bug whereby we'd only proxyarp within the class
boundary for the IP on ether0 (this was normal before VLSM/CIDR allowed
supernetting). 3.7.2 just fixes that so we proxy-ARP to the entire
supernet.

That is a fundamental ARP issue. ARP works on a contigous logical network -
period. If the class Cs are non-contiguous, then they cannot be made
into one logical network, and ARP/Proxy-ARP/RARP will not cover them.
