Detect - sure, check the logs.
Stop ahead of time - currently impossible. It is not possible to do this
with RADIUS along in a completely reliable manner due to the nature of the
protocol. I know of only ONE RADIUS server that does this today -
Cistron RADIUS.
The next-generation server we're working on also does it.
Both use SNMP as a way to plug the holes in RADIUS alone.
