It's not at all like frame relay.

Yes. There are 48 timeslots with 96 "lines" to customers houses. Of
course, if anyone has a special circuit or ISDN, then those timeslots
are nailed up in the SLC and not available for the POTS.

Huh? See above. There is no magic, it's just that if all 96 subscribers
went off hook at the same time, only half would get dial tone. Same
thing happens in a switch also.
