The same holds for ISDN dialback. It takes an office-router about 10 secs
to make up it's mind and to dial back. In the mean time, it just sits there
being pretty. Guess that this is also a leftover from modems.

Put as e consequence it takes the first ping 13 secs to get to the other
side.
