It shouldn't take 'several' minutes, but I think it waits a minute before
trying again. This is legacy - modems take a while to reset and be ready
to redial, so there was this pause. This has come up once or twice before
and I've floated the idea of making the wait timer more intelligent - to
not wait as long when dialing out on ISDN.
