Usually. On the 33.6k's I have they all say Fallback Disabled and sure
don't work very well (freeze/hang up after about 12 minutes). I have some
28.8k's (as per ati3 - the box still said 28.8k on the first 33.6k models)
which have Fallback Enabled by default and they work perfectly..

You mean enabled? I've looked for hours and been unable to find such a
command.

What I did run across is that in my USR Courier manual it says that
Fallback is Disabled by default and says Enabled when it has fallen back
and retrained a connection to a new speed. So it isn't a settable option
AFAIK.
