(PM) 3.7.2 latency problem? (was: Retrains causing ~13 second 'hang'?)

I have another problem and wonder if anyone else has noticed latency
problem with 3.7.2.

A stable connection is active between my computer and PM3 running
3.7.2 (with flex modems). Both PM3 and my modem (Telebit 8840)
indicate there are no retrains or retransmissions. Both indicate
the speed is 28.8K as well.

Running a 64 bytes ping to a host 3 hops away (one PPP and 2 Ethernet)
gives stable 220 ms rtt (well, I would expect a better time but
it's not an issue right now). If there's no other activity on the
line it can run this way for an hour or more.

Now as soon as I start downloading something (a text page, for
example, 3-4KB text) the download pauses after transferring a
few bytes (1-2KB) and than resumes after 3-5 seconds. At the same
time rtt raises quickly up to 7000-8000 ms and drops back to
normal in the same 3-5 seconds.

This has never been the case with the same box running 3.7.1.
It's also not the case with a different PM3 running 3.7 (and
old modems).

Anyone else?
