OR is a PortMaster. Just smaller. Also, you don't say which platform
you're running pminstall on, but if it's unix then pmconsole runs
pminstall to do the new PortMaster thing.

Couple of reasons it won't work. If you have new pminstall/pmconsole
and (very) old EPROM, (Rev F?? or before) the PortMaster only requests
RARPs and the install program only serves BOOTP. You can etherfind or
whatever to see this. Alternatively, if the PortMaster already has an
IP it will not ask for one.
What platform are you running pminstall on, and what happens?
