Seriously, I'll bet he's in an office environment on a centrix system.
Have him disconnect everything on his phone circuit except the the phone.
Try it, see what happens. Then, just for shits and grins, have him dial
up with all of the lights out. Betcha he'll get a better connection.

Most offices use flourescent lights which generate a 50-60khz tone. If the
phone line is routed over a light housing or fixture I'll bet that's where
he's picking up interference..

Your statement indicates you beleive its on his end yet you get the crc
errors as well. Maybe check the punch block/terminations ?
