This is illogical. When they sign you up, they reserve for you a block of
IP addresses and must make an entry in a table(s) to route those addresses
to you. Do they charge you monthly for that? Not explicitely (i dont
think); its part of your monthly access fee. They are only doing half
their job then if they do NOT ALSO delegate YOU as the reverse authority
for those address blocks. It should be part of the global fee (imo).

Choose a different upstream provider and remind them that MCI (afaik) does
not charge a monthly fee for this. We use Time/Warner and all i had to do
was make a phone call and it got changed. They initially did NOT because I
did not go thru Time/Warner directly.
