V.FC support for the PM3 (fwd)

The PM-3 does not support V.FC (or V.FAST) at this time, nor do we plan to
support it.

Lucent does *NOT* support it, and has stated that they will not. Since
the new modem cards are using Lucent code, we will not either.

V.FC/V.FAST are not legacy standards- they were *never* standard, they
are proprietary attempts at 28.8 that are dead ends. We made the decision
with the creation of the PM-3 to not support them in our code. And now
we are going with Lucent, which has also made a decision to not support them.

Note that the Rockwell K56flex code, as is being used by Ascend, has dropped
V.FC/V.FAST support too.
