PM3 oddity

I've been encouraging my users to migrate off my analog service to my
PM3+PRI service and report back on how they like it, with decidedly
mixed results varying all over the map

Most reports that go against the PM3 presumably can be attributed to
modem issues that will hopefully go away, but I have trouble
explaining this one:

The new number( Saratoga 583-8150) has been GREAT for the past 2 weeks
using my OS2 Warp system.

Today I'm using Win95- actually Memphis 1415- and could not get thru.
After the modems did their negotiation Memphis dialogs that NetHeaven
is not answering(!). I've had to change back to 885-0009.

Both OS's are on same PCI machine using same modem/port.

The new number (583-8150) is a PM3 on a PRI; the old number (885-0009)
is PM2Es with MP/16 Couriers and analog POTS.

This can't be a fundamental modem issue since the modem and machine
work with the PM3 when he runs OS2. It can't be a win95 config issue
since it works if he just changes the phone number. There is a ComOS
difference: 3.5 on the PM2E, 3.5.1b20 on the PM3, but the PM3 works
fine with a lot of other win95 users.

Any ideas out there? It's not a big deal at this point, but it's
gotten my curiosity up.
